Regulus learned that Voldemort made Horcruxes, and knew Voldemort's true face, so he made a fake locket and asked Kreacher to take him directly to the cave.
However, he didn't let Kreacher drink the terrible potion, but drank the potion himself, and let Kreacher leave with the real locket. He didn't tell anyone and destroyed it secretly, and he was dragged into the Black Lake by the Yin Corpse and killed.
