By the end of 1944, the Northeast Campaign had entered its final stage. After repeated relocations, the Japanese Kwantung Army eventually retreated to Xing'an, but they could not escape their annihilation.

The first phase of the project would mainly use domestically produced 30,000-kilowatt thermal power generating units, supplemented by the introduction and absorption of the 100,000-kilowatt thermal power generating units from the "rogue eagle". The second phase of the project would shift to construction based on 100,000-kilowatt units. The Dawn Electric Power Research Institute would complete the research from 30,000-kilowatt units to 100,000-kilowatt units.
During the First Five-Year Plan, the installed capacity of backbone power plants would be completed at over 4 million kilowatts, an increase of at least double the 1.74 million kilowatts of generating capacity compared to the First Five-Year Plan in the main world. And this was only the backbone power plant part; small hydropower and local newly added thermal power plants were not included.

The plan was to build five automobile groups. The first step was to expand on the basis of existing enterprises, including expanding the Border Region's Red Star Automobile Group, Jin Province's Taiyuan Heavy Industry, and Fengjing's Fengjing Vehicle into comprehensive vehicle factories with a scale of one million units. Two new enterprises, Yanjing Vehicle in Yanjing and Qilu Vehicle in Qilu Jizhou, would be built with an annual production capacity of 500,000 vehicles of various types. The plan was to build five pharmaceutical groups: Taiyuan Pharmaceutical, Yanjing Pharmaceutical, Qilu Pharmaceutical, Fengjing Pharmaceutical, and Northern Pharmaceutical. Each of them would be able to produce penicillin products, promoting the popularization of penicillin. The plan is to construct three major petroleum and chemical industrial groups: Yanchang Petrochemical in the border region, Shengli Petrochemical in Qilu, and Dongfang Petrochemical in the Northeast (where oil hasn't been discovered yet). Each will have a production capacity of over one million tons.
The plan is to establish three major aviation groups: Taiyuan Aviation in Jin, Yanjing Aviation in Yanjing, and Fengjing Aviation in Fengjing. Taiyuan Aviation and Fengjing Aviation will focus on fighter jets, while Yanjing Aviation will focus on transport aircraft. The C-54 production line, which has been acquired but not fully utilized, will be relocated to Yanjing to concentrate on the trial production of the C-54. Furthermore, based on this model, they will reverse engineer the DC-6 passenger plane. During the First Five-Year Plan, they aim to complete the production of 55-seat passenger planes. Building on this, and in cooperation with the Dawn Aviation Institute of the Dawn Research Institute, they will research the 100-seat DC-7 large passenger plane, striving to extract the last bit of value from propeller aircraft ahead of schedule during the Second Five-Year Plan.
A total of one hundred extra-large backbone enterprise groups will be established, covering the main industrial sectors of industrialization.
Each enterprise will be controlled by the local government, with management receiving 5% of the shares as a bonus equity incentive pool for technological innovation by the management and technical team. All will operate under an enterprise management model, with horizontal and vertical comparative assessments conducted annually based on multiple indicators such as sales revenue, profit margin, energy consumption per ton of steel, and steel category. The total amount of incentive equity for the year will be determined based on the ranking of the assessment results.
This completely breaks the lazy work style of guaranteed income regardless of performance. Leaders who consistently rank low in assessments and whose core indicators such as profit margin and energy consumption per ton of steel do not meet industry-leading levels will be held accountable and replaced.
One thousand local factories will be established, involving light industry, chemicals, clothing, and other areas related to people's livelihoods. This will mainly be achieved through public-private partnerships based on existing factories to strengthen the entire national industry.
The 'Ten Thousand' Plan is quite astonishing, involving many aspects.

The ninth aspect is to support ten thousand large-scale breeding households, improving the people's lives by addressing the lack of meat and food through breeding.
The tenth aspect is to support ten thousand supply and marketing cooperatives, facilitating the purchase of daily necessities for the people.
